Bishop Paul Ssemogerere was born to Alipio Luvule (RIP) and Angelina Luvule (RIP) at Kisubi, Wakiso district, on June 30, 1956. He attended Kigero Primary School and Kisubi Boys Primary School, before joining St. Maria Goretti S.S.S. Katende.
Bishop Paul Ssemogerere never went to a minor seminary, like many other priests of the time. He embarked on the priesthood vocation only after completing his O-level at St. Maria Goretti S.S. Katende.
This was around the time the late Emmanuel Cardinal Nsubuga had a vision to start a major seminary for young men who wished to join priesthood late in life.
Bishop Ssemogerere became a pioneer student of Cardinal Nsubuga innovation – St. Mbaaga Seminary Ggaba. This seminary is built next to the older and best known St. Mary’s National Seminary Ggaba.
Bishop Ssemogerere was among the first eight young men who joined the seminary in 1976. This was during the Idi Amin regime which was characterised by unrest.
Bishop Ssemogerere and his seven colleagues converged at Nsambya Catholic Parish from where they were transported to Ggaba at the back of an old Peugeot pick-up truck driven by the then seminary rector, Rev. Fr. John Baptist Kaggwa (now Bishop of Masaka Diocese).

After only two years at St. Mbaaga Seminary in 1978, the late Emmanuel Cardinal Nsubuga sent Bishop Ssemogerere for further studies at St. Francis Seminary, Milwaukee, Wisconsin, in the United States, where he graduated with a Masters in Divinity in 1982.
Earlier, on November 21, 1981, he had been ordained a deacon by the Archbishop of Milwaukee, R.G. Weakland. Bishop Ssemogerere realised his lifelong ambition of becoming a priest at the age of 26Â on June 3, 1983 with the late Emmanuel Cardinal Nsubuga ordaining him alongside other pioneer priests of St. Mbaaga Seminary.
In 1999, Emmanuel Cardinal Wamala appointed him Vicar General of Kampala Archdiocese, a position he has held till today.
Then in April 26, 2006, Bishop Ssemogerere was recognised by Pope Benedict XVI who bestowed upon him the honorary title of “he Very Reverend Monsignor.”
But a bigger honor would come two years later as he celebrated 25 years in priesthood. During a thanks-giving mass held at St. Mbaaga Seminary Ggaba on June 4, 2008,The Apostolic Nuncio to Uganda, Archbishop Tschang In-Nam, took everyone by surprise when he announced that Bishop Ssemogerere (Msgr. Ssemogerere at the time) had been appointed new bishop of Kasana-Luwero Diocese.
The announcement was greeted by wild cheers and ululation from the crowd. Priests, bishops, politicians, relatives and friends of Bishop Ssemogerere spontaneously rushed to congratulate him. Some were shedding tears of joy. The bishop-elect himself couldn’t help but shed a tear.
Bishop Paul Ssemogerere now becomes one of the youngest Catholic diocesan bishops in the country [to take full charge of a diocese].
At 51, Bishop Ssemogerere is the second youngest diocesan bishop, after the Rt. Rev. Robert Muhiirwa, Bishop of Fort Portal Diocese who is only 49 years old.
